I did say ``phase out,'' that it was to end it. That is the way I read it. Perhaps others may read it differently. My point is, we have a real problem on our hands. We need a little time to examine this, to give attention to the report, to consider it, and make our recommendations. In our committee, we are fortunate to have the chairman of the subcommittee of jurisdiction, Senator Inhofe. I am sure he has some comments in connection with this whole problem.
