With respect to long-term secondary uses, the amendment has met with the approval of the Department of the Interior, as stated by Secretary Babbitt at a hearing on S. 1059 before the Environment and Public Works Committee on July 30. With respect to short-term uses, the Service has also agreed with my understanding.
