as the chairman of the Budget Committee well knows, I am always opposed to taking these programs off budget. That is my position, and that is the position we will take going into conference. We have been treated very well by the Budget Committee in connection with this legislation. The Budget chairman has assumed some very onerous burdens to find the money for us to come up with this program. Certainly I don't think the answer is to take this trust fund off budget.
