We do not address that, nor did the Breaux amendment address it. The question really is, should the Federal Government not make its appropriation, for the 1994 level, in the year 1998, or, as you said, 2000--we do not address that here. But I cannot believe that, with 100 Senators, all representing States here, that they are going to permit their State in some way to be punished, or lack funds, or have to continue their effort at 80 percent when the Federal Government does not do its matching share. But we do not specifically address that problem. We address the sanction problem.
