No, my understanding is that the intent of this section is to prevent the dollar amount of the minimum guarantee from growing out of proportion far beyond that which the conferees anticipate. The intent of the Congress is that no State will receive less than a 90.5 percent rate of return on their gas tax contributions to the highway trust fund, of the funds distributed to the States which are covered by the minimum guarantee provision.
