“it is clearly recognized that if you own a pit bull and it is recognized as dangerous, you better control that pit bull. And if that pit bull slips away and injures, severely mauls a child, you are liable. So it is with guns. If you leave a gun lying around that a juvenile gets to and that juvenile causes severe damage with that gun either to himself or to another individual, then you are to be liable, likewise. If you are liable for a pit bull, you certainly ought to be liable for a dangerous weapon like a rifle or a handgun that is left lying around. If you keep it under lock and key, that is a different matter, you are not liable. I urge everyone to support this amendment.”
