I appreciate my colleague's clarification. I chaired a hearing on Devils Lake before the Committee on Environment and Public Works late last year and am committed to addressing the terrible flooding problems experienced there. However, I am convinced that the people of North Dakota, Minnesota, Canada, and the U.S. taxpayers will all be served more effectively if we go about this project in the right way. To do that, we need the appropriate reviews, studies and justifications by the Army Corps of Engineers, State Department and others.
