I think we have a lot of requirements in the United States Government. We are spending more than we take in; that when we have a chance to hold the line, we ought to hold the line. And people can label lovely things with terms like 'investment' or 'cows come home,' but the truth is, we are sending the bill on to our children on this measure, and I think it is wrong and I hope S. 4 is defeated.
