Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of section 209 (page 27, after line 7) add the following: (f) Addition of Rhode Island to the Mid-Atlantic Fishery Management Council.--Section 302(a)(1)(B) of the Magnuson- Stevens Fishery Conservation and Management Act (16 U.S.C. 1852(a)(1)(B)) is amended-- (1) by inserting ``Rhode Island,'' after ``States of''; (2) by inserting ``Rhode Island,'' after ``except North Carolina,''; (3) by striking ``21'' and inserting ``23''; and (4) by striking ``13'' and inserting ``14''. The Acting CHAIR. Pursuant to House Resolution 965, the gentleman from Rhode Island (Mr. Langevin) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Rhode Island.
