While I am certainly cognizant of the difficulties in creating an apples-to-apples comparison of the programs in question and the need for continued efforts to make that possible, can you speak to these decisions and the reasoning behind them, particularly given ASD Kendall's directive to, quote, 'aggressively introduce a competitive procurement environment in the EELV program'?
