(a) Independent Study.--Not later than 30 days after the date of enactment of this Act, the Federal Election Commission shall commission an independent study and report on media literacy with respect to online political content consumption among voting-age Americans. (b) Elements.--The study and report under subsection (a) shall include the following: (1) An evaluation of media literacy skills, such as the ability to evaluate sources, synthesize multiple accounts into a coherent understanding of an issue, understand the context of communications, and responsibly create and share information, among voting-age Americans. (2) An analysis of the effects of media literacy education and particular media literacy skills on the ability to critically consume online political content, including political advertising. (3) Recommendations for improving voting-age Americans' ability to critically consume online political content, including political advertising. (c) Deadline.--Not later than 270 days after the date of enactment of this Act, the entity conducting the study and report under subsection (a) shall submit the report to the Commission.…”
