I appreciate the comments that the chairman has just made. I'd just point out that in the Defense authorization bill this was authorized at the higher level. And the information I have from program managers is that they could, in fact, absorb and make important use of these funds in speeding these technologies to the warfighter and enhancing our undersea capabilities. With that, I would urge my colleagues to support the amendment, and I yield back the balance of my time.
