today I rise to introduce that Museum and Library Services Act of 2003. I am pleased to be joined by Senators Kennedy, Cochran, Collins, Snowe, Smith, Daschle, Jeffords, Dodd, Harkin, Clinton, Sarbanes, Levin, Leahy, Corzine, Landrieu, and Baucus in introducing this legislature to strengthen museum and library services. The Federal Government has a long history of supporting our Nation's libraries and museums, providing direct aid to public libraries since the adoption of the Library Services and Construction Act, LSCA, in 1956 and funding to museums since the enactment of the Museum Services Act in 1976. As a result of this support, our lives and culture have been enriched. My predecessor, Senator Claiborne Pell, was instrumental in the creation of the Museum Services Act, as well as the development and enactment of the Museum and Library Services Act in 1996. This law reauthorized Federal library and museum programs under a newly created independent Federal agency called the Institute for Museum and Library Services, IMLS. I am proud to continue Senator Pell's tradition of supporting libraries and museums by introducing this legislation to day to extend the authorization of museum and library services through fiscal year 2009 and to make several important modifications to current law.
