I believe I still have the time. Let me make one point. This is a complicated rule that has tried to balance various equities--environmental protection, protecting the navigable waters of the United States, recognizing small farms or farms where in no way their oil could reach down to where it should be exempt. Here, on the other side, is an amendment that is very broad, open ended--no funds, all farms. I think in this context, I would urge my colleagues to resist the amendment. I think the Senator from Oklahoma wants to speak.
