Mr. President, due to my flight from Rhode Island being delayed, I was unavoidably absent for vote No. 47, the confirmation of Jimmie V. Reyna, of Maryland, to be United States Circuit Judge for the Federal Circuit. Had I been present, I would have voted to confirm this nomination.
