Mr. President, the Army recognizes its mistake. They revised their policies. They now use something known as net book value, which is consistent with the Foreign Assistance Act, which the State Department uses. And reinforcing Senator Murray's point, the bottom line here is, if we adopt this amendment, we will lower the amount of equipment we can provide to Ukraine, which is critically in need of such equipment.
