“Madam President, I rise to discuss the fiscal year 2017 national defense authorization bill, which was passed out of the Armed Services Committee on May 19 by a vote of 23 to 3. I want to begin by thanking Chairman McCain, not only for his kind and thoughtful words but for ably leading the committee through many thought-provoking hearings and a successful markup with bipartisan support of the bill. I believe the committee has worked diligently in the past month, not only to evaluate the President's budget request for fiscal year 2017 but also to take a hard look at the Department of Defense and to consider what reforms are necessary.
