“Mr. President, first let me commend the chairwoman for her extraordinary leadership in so many different ways, including her articulate explanation of the crisis we face at the moment and her compelling argument that a piecemeal approach to resolving the government shutdown will not work, since the pieces are so critically interrelated. I rise to speak about this government shutdown as well.
