Heroically withstanding barbaric attacks and unspeakable violence by Russia. The Ukrainians have achieved hard-won victories and have refused to bend to Putin's demands, but they require continued U.S. support to sustain their progress. In those same 3 years, in this body, we have heard extensive criticism of the Biden administration's Ukraine policy. They were not going fast enough. They were not allowing Ukraine to be aggressive enough. The strategy is not enabling Ukraine to win on the battlefield. And yet, now, when the Trump administration is cutting deals with Putin and walking away from Ukraine, we do not hear much at all--a deafening silence. What has happened? Well, regardless of what has happened, we cannot abandon Ukraine. We cannot rush into a negotiation with a brutal dictator who we know will not stop at Ukraine. He will next turn his sights on NATO allies-- The PRESIDING OFFICER. The Senator's time is expired.
