Amendment offered by Mr. Reed: At the end of title VIII (page 246, after line 23), insert the following new section: SEC. 873. GAO STUDY ON SALARIES PAID TO EXECUTIVES OF DEFENSE CONTRACTORS. (a) Study Required.--The Comptroller General shall conduct a study of the top 20 executive salaries among companies with at least 75 percent of their revenues derived from contracts with the Department of Defense. (b) Matters To Be Studied.--The study required by subsection (a) shall address the following matters: (1) The reasons for high executive salaries at companies that derive the majority of their revenues from government contracts and not from commercial market competition. (2) A description of salaries of chief executive officers of the companies being studied and the amount expended by those companies for defense conversion. (3) A comparison of the compensation for production workers under defense contracts with compensation for executives. (4) An analysis of the types of workers under defense contracts, (i.e., production workers or executives) that are losing their jobs because of reductions in defense expenditures. (5) An analysis of how executive pay conforms or does not conform with other cost cutting techniques used by defense contractors, such as lay-offs, mergers and acquisitions, and defense conversion.
