Madam President, I am pleased to support the Child Care and Development Block Grant Act of 2014, and would like to commend the bipartisan work of Senators Mikulski and Burr and Chairman Harkin and Ranking Member Alexander of the Health, Education, Labor, and Pensions Committee in bringing this important legislation to the floor. There have been several previous attempts to reauthorize this critical program in the past, including when I was a member of this committee. It is my hope we can come together and finally carry this important legislation across the finish line to the benefit of children and families across the country. Access to affordable, high quality, safe and secure childcare is essential for working families. Yet, such care is very hard to find. According to a 2013 Child Care Aware survey, the cost of full-time, center-based care for two children is the highest single household expense in the Northeast, Midwest and South. This high cost often puts fully licensed programs out of reach for low-incomes families. The child care and development block grant has not been reauthorized since 1996. At that time, the primary focus of the program was to enable people to move from welfare to work.…
