“I think I understand your second degree, but if I could, just for a moment--my amendment authorizes research activities in phases 1, 2, and 2-A, and 6.1, 6.2, and 6.2-A, and then prohibits the following phases. Your amendment would authorize work in these phases. I think the difference is that rather than a clear prohibition, which would require someone coming back to the Congress and seeking to repeal the prohibition, you would require them to come back and get an authorization to proceed. I think that is correct.”
