“I come to the floor to continue my series of speeches about Russia's actions in the 2016 election and the threat that Russia poses for the 2018 midterm elections and our national security. Free, fair, and open elections are the foundation of our country. The Framers created a unique system that has stood for over 200 years and served as a beacon around the world. Let me take a moment to review what happened before I discuss the threat and what we should do.
