I am pleased to support the 21st Century Cures Act, which includes a number of critical mental health provisions, much needed funding for medical research and innovation at the National Institutes of Health and the Food and Drug Administration, as well as funding to help combat the opioid crisis in our country. First, I would like to highlight division B of this legislation, the Mental Health Reform Act. The Mental Health Reform Act represents years of work in Congress across party lines to improve the quality of and access to mental health and substance abuse treatment, such as training more behavioral health workers and strengthening parity for mental health and substance abuse treatment. This bill also includes my legislation, the Garrett Lee Smith Memorial Reauthorization Act, which supports youth suicide prevention grants for schools--elementary schools through college where children and young adults spend most of their time--to be able to reach at-risk youth. I am especially pleased that, for the first time, this bill will allow funding to be used for mental health treatment on college campuses, the most effective way to prevent suicide. I have worked with advocates across the mental health community for the better part of the last decade on this effort, so I am pleased to see this come to fruition.…
