This comes down to a choice between lending them the tools to do the job or seeing young Americans facing combat.
So it suggests State action as well as Federal action.
They have to make it clear that their foe is Hamas, not the Palestinian people.
I have called for the Department to finalize the rule, including a letter I sent in March of 2022.
