“in March my State was hit with back-to-back historic floods that caused hundreds of millions of dollars in damage in Rhode Island. I thank the chairman of the Appropriations Committee, Senator Inouye, and the ranking member, Senator Cochran, and my colleagues on the committee especially, who have recognized the needs of Rhode Island in the appropriations bill we recently completed. We are struggling to overcome the effects of the worst flooding in centuries in the midst of the worst economic environment we have seen since the 1930s.
