Mr. President, reauthorization of the farm bill presented an opportunity to make much needed changes in our agriculture policy to rein in taxpayer subsidies for big agribusiness, support the growth of small farms and local food systems, and ensure that our constituents in need do not go hungry. Unfortunately, despite the extraordinary efforts of Chairwoman Stabenow, the reforms included in the bill before us today fall much too short. Most troubling is that the bill cuts more than $8 billion from the Supplemental Nutrition Assistance Program. I cannot support reducing hunger assistance for the most vulnerable Americans while creating new crop insurance programs, increasing crop insurance spending by $5.7 billion, and continuing to subsidize the wealthiest farmers. As such, I will oppose this bill. The nutrition cuts are particularly challenging in my State, where roughly 1 in 6 Rhode Islanders receive SNAP benefits--a reflection of the challenging economic times in our State, where the unemployment rate remains above 9 percent, the highest in the country. According to a survey by the U.S. Department of Agriculture, more than 15 percent of Rhode Islanders are food insecure, meaning they do not always know where they will find their next meal and thus are at risk of hunger. And this number has grown over the last 5 years, from 58,000 households to more than 66,500 today.…
