“I would like to rise and discuss the Fiscal Year 2021 National Defense Authorization Act. First, I would like to salute the chairman. He has done an extraordinary job. That was December 23, which made quite a Christmas for our military personnel and for all of my colleagues who are here today to start the process of responding to that veto.
