The legislative clerk read as follows: The Senator from Rhode Island [Mr. Reed], for Mr. Manchin, moves that the managers on the part of the Senate at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill H.R. 2670 be instructed to insist that the final conference report include the provision in the concurrent resolution as agreed to by the Senate that directs the Secretary of Energy to establish a nuclear fuel program with the purpose of onshoring uranium conversion and enrichment capacity to ensure a disruption in Russian supply would not impact the development of advanced reactors or the currently operating fleet.
