Mr. President, this amendment would strike funding to help Women & Infants Hospital, in Providence, RI, build a new midwifery unit in order to help ensure babies can safely enter the world and that their moms can have a safe and positive childbirth experience. Some Members are insinuating that this is about abortion. No funds will be used for abortions. In fact, these funds will truly have a clear and direct benefit for arriving babies and moms. And I would urge defeat of the amendment. I yield my remaining time to Senator Whitehouse.
