we are here today debating an issue of fundamental importance to the United States and to the world community, and that is whether or not we will adopt a resolution of this Senate to proceed with a national missile defense as soon as it is technologically possible. As many of my colleagues have indicated, I believe there is strong recognition of the need for the careful deployment of a national missile defense because we are at a historical crossroads. First, there have been technological advances by rogue states which, for the first time, allow them in the near future to be able to launch intercontinental ballistic missiles that would strike the territory of the United States. That, in and of itself, has focused our attention, our resolve, and our commitment to begin accelerated development and, one would hope, the eventual deployment of a national missile defense. But the issue before us today is whether this legislation, S. 257, will materially aid that effort without unduly complicating our ability, first, to defend the United States and, second, to maintain the regime of deterrence that has lasted throughout the cold war and has avoided to date, and we hope indefinitely, the use of nuclear weapons in the world.
