I do applaud the Senator's efforts over many years to increase this account. He has done that. I think it makes a great deal of sense to provide a local match, which he has, and we would encourage more local participation. It is true we have provided an offset because I recognize that we do not have unlimited free money to put back into the budget. We have taken money from every Federal agency. But I am told that our cut represents .05 percent per agency coming out of travel pay, coming out of administrative overhead. I think that is probably something they could well absorb. I daresay it would not require them to either turn down the heat or turn off the air-conditioning, whereas we are talking about a situation of homes throughout this country where they don't have that luxury. So I agree in principle that we are taking it from agencies, but we are taking such a minute fraction that I think it would be readily absorbed. And we are putting it into a program that is both worthwhile and necessary in so many cases, and also going to the heart of ensuring that people can go into this heating season --particularly in the Northeast--with a little more confidence. I am concerned we are going to see tremendous oil heating price hikes which will force people into very difficult choices between heating or eating. This is a way, I believe, in which we can begin to start addressing this point.
