Madam President, reserving my right to object, I would suggest, according to the request of the Senator from Texas, that the Senator from New York be recognized for 5 minutes, the Senator from Texas be recognized for 5 minutes, that I be recognized for 5 minutes, and then Senator Grassley be recognized for 5 minutes. The question then would be, Is there sufficient time for Senator Landrieu and, of course, Senator Leahy?
