The President's phone call to President Zelensky was really the tip of the iceberg. That there was an elaborate scheme in which the President engaged many parts of the State Department and people outside the government to advance his plan to ask for assistance from the president of Ukraine to dig up dirt on his political opponent.
Cicilline describes the phone call with Zelensky as part of a larger scheme by Trump to solicit foreign interference in the election.
