“One of the things I know that we all share as new Members of the Congress, as freshmen, is that we've been here for about 4 months, Madam Speaker; and we've had conversations and debates about cutting Pell Grants and cutting Head Start. Rhode Island was the first New England State to enter the recession, and it's currently facing the fifth-highest unemployment in America. But Rhode Island has a strong tradition of manufacturing.
