One of the things I think that Congress has a responsibility to look at, although we don't have jurisdiction over State criminal prosecutions, obviously, or local prosecutions, what is the evidence with respect to the focus on exclusively arrests and incarceration, but how do we prevent crimes? What are the good strategies?
