Mr. Chairman, I rise as the designee of the gentlewoman from Texas (Ms. Jackson Lee) to offer an amendment. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 29, line 21, insert after ``Code'' the following: ``, except for a special rule''. Page 29, insert after line 24 the following: (6) Special rule.--The term ``special rule'' means a rule made by the Secretary of Homeland Security. The Acting CHAIR. Pursuant to House Resolution 580, the gentleman from Rhode Island (Mr. Cicilline) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Rhode Island.
