Madam Speaker, I thank the gentleman for yielding and for convening this Special Order hour. The impact of this legislation is significant in my home State of Rhode Island and all across our country. The United States has the largest economy in the world, yet our roads and bridges are crumbling, our ports and airports are in disrepair, over 10 million households do not have safe drinking water. This is unacceptable. We cannot compete in a global economy unless we can move goods, services, and information to compete in the 21st century. The bipartisan infrastructure bill which President Biden signed, and we worked hard to pass, invests $550 billion in new funding to bring America's infrastructure into the 21st century so that we cannot only improve the quality of life, grow our economy, create millions of good- paying jobs, but also to ensure that we can compete globally. This legislation, which the President signed yesterday, includes the largest ever Federal investments in public transit, clean drinking water and wastewater infrastructure, and clean energy transmission and electric vehicle infrastructure. It includes the largest investment in passenger rail since the creation of Amtrak, and the largest dedicated bridge investment since we built the Interstate Highway System. This legislation will create millions of good-paying union jobs while also addressing the critical infrastructure needs of our country and of my home State of Rhode Island.…
