The Clerk read as follows: Mr. Cicilline moves to recommit the bill H.R. 822 to the Committee on the Judiciary with instructions to report the same back to the House forthwith with the following amendment: Page 5, after line 3, insert the following: SEC. __. LIMITATIONS ON RECIPROCITY FOR CHILD SEX OFFENDERS, DOMESTIC VIOLENCE OFFENDERS, AND KNOWN OR SUSPECTED TERRORISTS. (a) In General.--Section 2 of this Act shall not apply to a person-- (1) who has been convicted in any court of a sex offense against a minor; (2) who has been subject within the past 10 years to a court order which restrained the person from harassing, stalking, or threatening a spouse, family member, an intimate partner, or a child of an intimate partner; or (3) whom the Attorney General determines is known or reasonably suspected to be or have been engaged in conduct constituting, in preparation for, in aid of, or related to terrorism. (b) Definitions.--In subsection (a): (1) Intimate partner.--The term ``intimate partner'' has the meaning given that term in section 921(a)(32) of title 18, United States Code. (2) Terrorism.--The term ``terrorism'' means international terrorism (as defined in section 2331(1) of title 18, United States Code) and domestic terrorism (as defined in section 2331(5) of such title).
