“I share with the chairman of the Committee on Foreign Relations, the Senator from North Carolina [Mr. Helms], and the Senator from Maryland [Mr. Sarbanes] concerns with regard to section 1005 of the Defense authorization bill. Senator Helms and I had planned to offer an amendment to delete that section, but, as recess approached, were not able to find an opportunity to do so. This section of the bill would authorize spending under the Military-to-Military Program for military education and training for military personnel of foreign countries. The program would be in addition to the International Military Education and Training Program now in operation and overseen by the Committee on Foreign Relations, the Committee on Appropriations, and their appropriate subcommittees. This new program would not have the same congressional oversight. Oversight of the International Military Education and Training [IMET] Program has proved generally valuable in ensuring that the Congress is comfortable with the activities undertaken pursuant to the program.”
