Under the terms of the Freely Associated agreements, compact citizens can migrate and work in the United States but they are not U.S. citizens or nationals.

I urge all of my colleagues to support this bipartisan bill to strengthen the Federal response to marine debris.

The first idea of this legislation came from a Member of Congress, Madeleine Bordallo from Guam.
