“I rise this evening for a brief period of time to discuss an unfortunate incident involving the Clinton administration. On the House floor, in spite of what the President had requested for missile defense, Republicans and Democrats, liberals and conservatives and moderates, joined together with a 300-vote margin in approving the changes we provided for in the committee.”
