Of that $38 billion, you end up with about $10 billion to be used for the shortfalls that we have. The other money is going for health care costs; it is going to make up for the unfair budgeting or the unfair accounting process that was used during the Clinton administration where they did not properly account for the cost of the ships and the airplanes that we ordered but did not pay for.”
