I rise as one of the members of the minority in this body, and that is that I am a classroom teacher. I spent 7 years in the public schools in Pennsylvania, and in fact, besides being a teacher and a head teacher in an impoverished district, I also for 3 years was assistant director of a Title I program, and for 1 year served in a program funded by Title III. I understand the need to get money to classroom teachers so that they can better motivate children. I also served in my capacity as vice president of my local education association. I rise with unequivocal support for this bill. I praise my colleague and the leader of our committee who have done an outstanding job because this bill does I think what all of us in America want to do: It puts the dollars into the hands of those people who have the most responsibility to motivate young people, and that is our teachers. It is not the bureaucrats, it is not the pencil pushers in our regional offices, it is the men and women who serve in the classroom every day. And as one of them, I rise in strong support of this legislation and urge my colleagues to vote ``yes'' on the bill.
