in fact, I would tell my colleague not only is he true and correct, but when I led a delegation in December to Moscow for our part of the exchange, we were the first western Democratic parliament to be taken into the Duma chambers while they were in session, not something that would never happen in this body because of our House rules. The Speaker of the Duma who was conducting this session with the Duma members in attendance, and they seat 450 in that auditorium, saw us up in the balcony, stopped the proceedings, and announced that up in the balcony were the Democrat and Republican Members of the American Congress who were working together with the Duma deputies to find common solutions to common problems. The Duma then gave us a standing ovation and stopping their proceedings in acknowledging our presence and the importance of our work.
