While the President, with the surviving members of the Cabinet, the legislative and judicial departments of the Government, will unite in every testimonial the sad occasion demands, it is fitting a similar respect should be shown to the memory of the distinguished deceased by the national arms of defense.

To the House of Representatives: I herewith transmit to the House of Representatives a communication from the Secretary of the Navy, with accompanying reports, of the persons who were sent to the Isthmus of Chiriqui to make the examinations required by the fifth section of the act making appropriations for the naval service, approved June 22, 1860.
My prayer to God is that He would preserve the Constitution and the Union throughout all generations.
