I therefore earnestly recommend that the act referred to be so modified as to empower the Postmaster-General to provide for carrying the California mails at a rate of compensation which may be deemed reasonable and just.

After due deliberation, Congress, on the 2d of June, 1858, authorized the President 'to adopt such measures and use such force as in his judgment may be necessary and advisable' in the premises.
The peace and order of the city itself and the security of the inauguration of the President elect, were objects of such vast importance to the whole country that I could not hesitate to adopt precautionary defensive measures.
I confess I hail this movement on the part of Virginia with great satisfaction.
In compliance with the resolution of the Senate of the 19th instant, requesting a copy of correspondence between the Department of State and ministers of foreign powers at Washington in regard to foreign vessels in Charleston, I transmit a report from the Secretary of State and the documents by which it was accompanied.
