In compliance with a resolution of the Senate of the 22d ultimo, calling for information concerning the expulsion from Prussia of Eugene Dullye, a naturalized citizen of the United States, I transmit a report from the Secretary of State, dated the 24th instant.

It does not appear to me to be competent for commissioners authorized to ascertain the indemnity for the injury to go behind their authority and decide upon the original merits of the claim for which the war was made.
Nor is it known or believed that there are any claims against the Government of Venezuela having any connection with that island other than those provided for in this convention.
I therefore appeal through you to the people of the country to declare in their might that the Union must and shall be preserved by all constitutional means.
To the House of Representatives: I herewith transmit to the House of Representatives a communication from the Secretary of the Navy, with accompanying reports, of the persons who were sent to the Isthmus of Chiriqui to make the examinations required by the fifth section of the act making appropriations for the naval service, approved June 22, 1860.
