Mr. Chairman, I rise in opposition to the amendment. No one knows what the amendment does. If you know what this amendment does, you should vote for it because nobody else seems to know. And that is one of the problems of these things coming rolling in at 10:15. I don't know what it does, and I wouldn't want to vote for it since I don't know what it does. So if you know what it does and you are for it, you can vote for it. But no one knows what it does. So I strongly urge, in the interest of making sure that this place does not mess up, a ``no'' vote. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Minnesota (Mr. Ellison). The question was taken; and the Acting Chair announced that the noes appeared to have it.
