The arguments on both sides have been creative, at the very least, but I would like to bring to everyone's attention an article by the National Association of Manufacturers, which is in very simple figures. This is a survey of manufacturers: ``What would you do with funds currently allocated to Federal regulatory compliance?'' Sixty-three percent said they would invest. 22 percent said they would invest in employee initiatives, creating jobs. I ask my colleagues to oppose the gentleman's amendment.
